Yep, polyvinyl acetate... in other words, plain old permanent "white glues" like Elmers Glue All, etc..
It comes in various formulations which may make it stronger or more waterproof or thicker, or more suitable for book-makers or fabric, etc., but they're all basically the same. It's kind of the same thing as acyrlic paint but without the pigments.
