home was purchased with a clause of lifetime residency and that person lives in the home with no rent the house has a lot of mold in the basement and has been estimated at 10000 dollars to clean it up.who should pay?

Whoever is on the deed is legally responsible. But the person who is living in the house can also be responsible if its their fault there is mold in the first place.

If you purchased the house and the mold was already there it's now your problem and you have to pay. If you haven't purchased it yet and are looking into buying it and the person living in it has a lifetime residency then the person who will benefit from the sale when they die is the one you negotiate with PRIOR to closing the deal - they are the real owners.

If you own it and you can't live in it because of this lifetime residency thing, then sorry, but it is still your responsibility to pay.

The person living there has no rights or obligations to make any improvements/repairs to something they don't own and cannot benefit from the sale of.
