If you are dealing with a Dry-Clean drapery...then use OMS, oil of mineral spirits, and a light brush. Also a rag to wipe away as the paint breaks down.
The OMS should work on most fabrics really.
Try to "break" or scrape off as much as you can at first.
Hardware stores carry OMS. It is a dry solvent...and will evaporate. Leaves no marks, and wont hurt dyes.

Whatever you do, don't wash and then put it in the dryer on any temperature. Try some Krud Kutter spray that you can find at Wal-mart in the paint/hardware section. Spray some on the paint stain and let set in. You can also scrub softly in a circular motion with a soft toothbrush or soft fingernail brush. You may have to repeat this step till you see the stain dissolving. You can do this if your curtain is not of delicate fabric and is the kind of fabric that you can wash in the washer on delicate, etc. Wash after you treat it a few times and then you may have to repeat the process. by all means, don't use the dryer till your stain is gone. Hope this works.

Mineral Spirits. Its a paint thinner, just wash it out REALLY GOOD before you toss it in the dryer, because it's highly flammable. I hope this helps you out.

Turpentine should do it, or acetone. Not sure of any detrimental effects it may have on the fabric. It shouldn't, but you may want to try a small dab on a corner of the fabric that isn't visible first, just in case.

try lighter fluid or paint thinner. Make sure you wash the spot well with soap and water afterward. It will be highly flammable otherwise.
