That's fine - just don't stress your fish -
and I know you didn't ask this, but he'd be happier in a heated tank....

Until you can get a tank for the betta, its best to clean the bowl once every day or 2 but do not remove all the water. Only remove about 1/4 of the water preferable from the bottom where the dirt gathers. This can be done easily with a turkey baster purchased only for this. And replace the water with conditioned water at the same temperature.
This way you will keep the bowl clean but not be removing all the good bacteria or causing shock to the fish.
Once you get a proper tank set up for it, you can do the same thing on a weekly basis to keep your fish healthy and happy.

yes and no.
while the bowl will get dirty very quickly and you should clean it aobutevery three days, there is beneficial bacteria living int he rocks (and filter if you would have one) that is very important to tyhe balance of the water and the fish's health. everyitme you clean the tanky ou get rid of all of this and it has to start all over.
this is one of the many reasons a filtered tank is better. with a filter the most you would need to do is 1/4 water change once a week. the bacteria stays, the tank is clean, everything is good.
also, as a few people have stated he should not be ina bowl, but a heated tank. bettas are tropical fish and have the same needs as any other tropical fish.
and no, a tank instead of a bowl is not bad, it is better. in the wild betta do not live in puddles, they live in rice paddies. rice paddies are shallow, but very wide. each betta has his own large territoy and females swim around freely. if they lived in puddles how would they reporduce if they can't be kept together? walk from puddle to puddle to find a mate?
you betta would be very happy if you go him a 5 gallon tank, a few silk plants, a 25 watt heater, a thermometer, and a 1-3 gallon filter (need to be low power so it doens't disturb the water too much). keep the tank at about 78F.
if you can't provide this make sure his bowl is at leat 2 gallons, keep him in a warm room, and clean the tank every three days or twice a week. however I highly suggest a tank with filter and heater.
to the person who has bubbles in the bowl, they aren't needed and actually cause extra current in the water which makes it harder for the betta to swim because of his long fins.

As a betta owner, I can tell you they are messy to be so small. I have a 1 gallon tank for mine but it has no filtration only air bubbles so it gets pretty nasty very quick in there.
I clean mine almost once a week or as needed. I dont see any harm in it at all just be sure you treat the water and let him get use to the temp change before releasing him into the water.

nope -- a clean bowl is a happy bowl. just make sure the temperatures are similar. i usually keep an extra bowl of water around in case i feel the need to change water. i have more than one betta though.

No it is a very good thing. Bowls are not suitable for fish because they can not be heated or filtered, so until you get your betta a tank with heat and filtration, you should be changing water every day, and even that won't be enough.
