Hi,
How many #12 romex cables can I put into a 2 inch rigid conduit, without going over 40% fill?? Thanks for your time.

in general romex in conduit is not a good way to do it. You should use thhn's. But as of the new code(2005) it is not longer against code. It is very against code and very unsafe to put romex in a pipe that goes under ground. You will have a lot of trouble finding anything in your NEC that speaks to the number of romex in a pipe because is has always been against code till 2005

Mike hit it on the head, Romex is Not rated to be Pulled into a conduit. so 0 Is the answer

You can put in 4 #12's and not exceed 40% in your 2" conduit.

I dont have the book in front of me but just guessing I would say 3 or 4.
