When reviewing the ways to earn points it indicates you can by making comments but I have no idea how to do this. Can anyone help?

Edit: Thanks to all that have answered so far, However, my question in more detail is: When I click on my points and it gives me the levels of points that can be earned, at a level 4 it indicates 40 points can be earned for "comments." How can I earn points for comments? This is what I am wondering?

Only way I know that you can make "comments" that isn't answering a question is after a question is resolved you can leave comments on it. I've done it before if the asker chose an answer that was wrong as the best answer
