From Manila to Batangas :
Take a 3 or 4 hours bus ride to Batangas town, south of Manila. Ride the Si-kat or Island Cruiser buses at City State Tower Hotel and Lotus Garden Hotel respectively. First trip is at 8 am.
From Batangas to Puerto Galera (Mindoro Island) :
Take a 1 to 2 hours boat ride going to Puerto Galera.
From Puerto Galera to Roxas town (Mindoro Island) :
Take a bus or land transpo south of Puerto Galera to the town of Roxas.
From Roxas (Mindoro) to Caticlan (Panay Island) :
Take a 4 hours ferry ride from Roxas to Caticlan town in Panay.
From Caticlan to Boracay :
Go to the wharf and take a ride on the outrigged boats (15 minutes) going to Boracay Island itself. Boats operate up to 6 pm only.

Manila to Mindoro, you go to Batangas pier (2-3hrs) to ride a small boat to get to the island (1hr or less). From Puerto Galera, I think you must go back to Batangas pier. Check if there are boats travelling to Boracay, it might take 8hrs or less. Or if you want to go by plane, go back to Manila and get a domestic flight to Caticlan (30-45 minutes), from Caticlan ride a small boat (30mins) to get to the island.
Suggestion, why don't you just go to Boracay-Cebu-Bohol, these 3 can be connected by 1-2 hrs boat ride.
