I don't know about other states or central govt, but the Government of Maharashtra has started giving subsidy on drip sets to encourage more and more cultivators to adopt drip irrigation so that more area can be covered with the same quantity of water. Quantum of subsidy - 50 per cent with ceiling of Rs. 20,500/- and limit of 2 hectares per farmer.

In Punjab, the maximum amount of subsidy permissible for the installation of the system on one hectare of land is 70 per cent of the actual cost or Rs 25,000 per hectare, whichever is less. There are some additional benefits to Scheduled Castes, Scheduled Tribes and women farmers.

In Karnataka, as announced in the 2006-07 budget the horticulture department will provide 75 per cent subsidy to state-wide farmers and 100 pc subsidy for those from Bijapur and Kolar districts, to adopt drip irrigation method for horticulture crops.

In 2004, the Andhra Pradesh Government had announced a subsidy of 90 per cent for the installation of drip irrigation systems in bio-diesel crops like Jatropha.
