A metaphor "It's raining cats and dogs" a metaphor is a comparison that cant be done ,an other type of metaphor is similis where u use as or like EX"The kid is as crazy as a dog".

It is saying something IS something and not that something is LIKE something. Example: Her eyes are an ocean.
NOT: Her eyes are like an ocean.
