a) According to one website, the University of Waterloo gave FREE tuition in 2005:

Just a heads up - if you are planning on learning sign language - drop the "dumb" part, it's derogatory. Deaf works just fine :) I live in Toronto and took my first sign language courses at CHS, I believe there is an office in waterloo that offers classes. Good luck :)
