Makeup - A giftcard to Sephora or Ulta, or to a local spa would be perfect.
Clothes- Find out what stores she likes to shop at, and just go there and pick something out. Or, getting her a gift card there is a good choice, too.
Jewelery- They say diamonds are a girls' best friend; get her some earrings and a matching bracelet or necklace. If you need something affordable try Claire's - or you could pick up some supplies from a craft store and make your own!
Misc.- Does she have a favorite movie, or did something you saw together and liked come out on DVD? Buy it for her. A Blockbuster giftcard is always good as well. If she has an iPod, get her a giftcard to iTunes so she can download some new songs. If she is having a party, get her a disposable camera and a photo album so she can remember it.

It all depends on what kind of person she is.
If very outgoing, I suggest a giftcard or money for a certain store she likes to shop at.
If very active, maybe new sports equipment. That always makes me very happy.
If loving or shy, stuff animals are always great presents.
If electronic crazy, computer games, maybe new cd's/music would work.
And to wrap the present, I suggest making many layers and putting the present in a box, inside another box. Humor always makes present-wrapping more exciting.

When I buy gifts for my friends who are 14-16, I buy a really pretty small basket and lotion, body splash, shower gel, a nail file, and a few bottles of nail polish and arrange them nicely in the basket. Line it with nice tissue paper. A nice, but not so expensive gift!

Possibly perfume from Abercrombie or Hollister they smell real good.
Also summer is coming! Give her a gift card to surf shops or buy her a bathing suit!
