The sun is directly overhead, at some time during the year, only if you are in the tropics. That is latitude 23.5 S to 23.5 N.

Since NY state is north of latitude 40 N, the sun is NEVER directly overhead.

The answer is zero days. That is because the sun revolves around the equator which is far south of New York State. Being north of the equator, the sun in New York State always stays south of directly overhead (called the zenith).

Just a side note....directly related to the phenomenon he states is the inclination of Earth's axis which is 23.5 deg.
