Barring evidence of a urinary tract infection, yes, urine is sterile. As it exits the body, it is contaminated by the opening of your urethra where bacteria is present. If a Dr. wants a sample as pure as possible. they do a "clean catch" sample where you are given some anti-bacterial towelettes to wipe yourself. You are then instructed to first let some urine out into the toilet and then "catch" urine mid-stream to get the purest possible sample.

Good question. Yes it is sterile until it comes into contact with bacteria, or UTI (Urinary Tract Infection), or the atmosphere.
