Circumstances don't choose which target they fall on anytime. I believe it's just an overrated proverbial clause. It is more like coincidence, maybe? Things happen as a result of intractable coincidence, and we can't control them. Sometimes they also happen because we started the engine ourselves, meaning we made it happen. And lastly, things also happen as circumstancial consequence of outside force(influence,people or events) acted upon us.

its just the way it works, bad people live a long happy life and good people don't generally have a bad life but have to work more to get what they want. but i believe that when the bad person dies they go to hell or get reincarnated as someone else and get it back 3 times as bad in their next life, but it depends what you believe in. me, i just think they go to hell but im not really into all that spiritual stuff.
