Ever heard of corruption and stupidity?
That money is/was attracting snake oil salesmen like s..t attracts flies.
Look who is Mayor (Ray Nagin) and look who is now trying to solve the crime there "out of town" Lee P.Brown.
Can it get worse or more obvious?
People there get what they deserve or tolerate.
Unfortunately, we,the taxpayors, are filling the pockets of crooks again.
NO has always been a proverbial cesspool.
Not only is it 15 ft below sea level at this point but it is still sinking.

They did not lose it. The LA government is so screwed up and can not agree on anything also waiting on studies.
