Maybe they gots big ti-tays and they need the extra support! That's the usual reason.
Or maybe it's like layering tank tops--more options with straps and colors and stuff.

I used to run and would wear 2 sports bras at a time to help keep things in check, but I've never seen regular bras layered.

I've never heard of girls wearing more than one bra at one time. Maybe you're seeing a bra and a couple tank tops or something.

Wearing two bras? I've never heard of it. I think what you're seeing is just lots of straps. Say, her bra straps, her singlet straps or something else underneath.
