Because you can express your aggression on another person, and is usually harmless - unless you hit someone square in the eye. Snowball fights are fun & usually no one gets hurt.

Cos it feels naughty to throw things at people but you know you arent going to do them any harm. Unless its yellow snow and they swallow some.
