10y-1.3=4.7
add 1.3 to each side
10y=6
divide each side by 10 and reduce
y=3/5
You don't need to use an absolute value. I must be really old and rusty cause this was simple, must be doing something wrong.

It is 6/10
10y-1.3=4.7
10y-1.3+1.3=4.7+1.3
10y=6
10y/10=6/10
y=6/10

It's not too hard, just go backwards:
10y-1.3=4.7
+1.3 +1.3
10y= 6.0
/10 /10
y = 0.6

10y - 1.3 = 4.7
10y - 1.3 + 1.3 = 4.7 + 1.3
10y = 6
10y/10 = 6/10
y = .6

You have to isolate the variable on one side, the numbers on the other.
You would add 1.3 to each side, taking away the 1.3 on the left and making the 4.7 on the right a 6.
Then, divide each side by 10.
.6

10y -1.3 = 4.7
first add 1.3 to both sides of the equation
10y = 6.0
divide by 10
y = 0.6
for absolute value y = |0.6| (or 0.6, -0.6)

Definitely 0.6.
10y-1.3=4.7
10y=6 (4.7+1.3-6)
y=0.6 (6/10= 0.6)
