Is the Presidential Exploraty Committee something all candidates start out their presidential bid with. And can someone explain the process to become officially a candidate?

All this is , is a legal manouvre to allow money raising, to see if a potential candidate has a hope in hell of being nominated. You have to spend a tremendous amount of money to get the nomination and then run in an election, And these people want to use other peoples money, not there own. This gives them an idea what their chances are, and if they bow out,of the process, at this level, they don't lose face. (look stupid)

Ask Dick Chenney. He headed the exploratory committee for Pres. Bush (the current). And guess what? Chenney realized he was the man for the job.
