The sale price should be in the system, so when the UPC is scanned it will appear on the cash register.

So I guess to answer your question, yes; they're not required to put the sale price on a tag.

That sounds like bait & switch to me which is VERY illegal, take the item to the store mgr & ask him to show you which items are 75% off. With the use of computers in most stores a lot of items aren't marked the way they actually ring up. If there are no 75% off items & the sign clearly states there are, demand that you be given 75% off of the item from the rack that you like or you will call the better business bureau. Usually the mgr will give that item to you at the marked down price & then remove the sign once you have left the store. If he/she doesn't, call the better business bureau explain the problem & they can tell you how to proceed. And of course if the business is a chain call the head office to complain, but remember you catch more flies with honey then vingar so be extremely nice.

Most stores don't actually mark the new price on the item it is on the code when it is scaned on the registar. Most stores now a days have some kind of sign showing you what the price will be.
