My brother in law recently signed over his rights to his daughter so that her stepfather could adopt her. He has not heard anything since as to if she has been adopted or not. Since he signed over his rights, does he even have a right to know if the adoption has taken place?

I think that he should have all rights to know if his daughter has been adopted. He is only his father and i think that it would be the best in his interest if he were to ask if she has been adopted.

No. Adoptions are in a very small class of cases that are sealed to the public. He gave up his parental rights and cannot access that information.
