I believe you may be referring to the direct instruction method of teaching. Basically, this is the most traditional method of teaching. It is the method where the teacher is the center of instruction ( lectures, story telling, directed lesson plans, guided reading etc). This is the opposite of the more contemporary styles such as student directed learning ( discovery) which is usually very unstructured. There are some good web links to help your mom. I don't know how long she's been teaching, but if its only a few years she may have been trained in the more contemporary teaching styles. No teacher should be teaching using solely the direct instruction method. There should be a
combination of both styles used in the classroom.
The district she works with should be offering training sessions/ staff development for this sort of thing and not threatening the teacher with termination! Check out these web links below. They explain what direct instruction is and why other methods should be used along with it. They also show model lesson plans in some links.

From what I have read, it's related more to colleges, students teachers, etc. Is that the actual term your mother used?
