If it looks fuzzy its probably just a mold of some sort and not a big deal, take it out and gently rinse off the fuzz. Sometimes these bulbs have hair and fibers on the outside and that isnt to be worried about either. Just give them time to sprout, they are in hibernation and could take awhile to start to grow. Also dont be surprised if they dont ever grow because sometimes you get them and they are just too old and wont ever sprout. The package might say something like if they dont sprout in a certain amount of days send them back and they will send you replacements.

betta bulbs can be any number of different plants. marine botonists can't even tell you what they are. you might want to try sprouting them outside the bowl. just use old betta water when you change his bowl. some sprout fast -- in a couple days. some could take a lot longer.

Those bulbs are very easy to grow, but unfortunatly most of the time they are duds. If you still have the package and the reciept, you can send the dead bulbs to the company(address on the package), and they will send you brand new fresh bulbs that sprout within a day or 2. They did for me anyway.

Do you have Betta Fish or Betta bulbs? I am not sure what the parent is.
I do not mean to embarrass you dear but a fish can't birth a plant bulb.
Baby fish are called fry (little fish with a swimming tail) that hatch from eggs laid my a female and fertilized by a male by dousing them with his sperm.
After this is done move the parents to a prepared tank so the parents can't eat them.
Before you do this procedure, you must have the nursery set out with a water fern-like plant (water mil foil) for the eggs to stick to. She will lay her eggs on the plant as it will be as it is in nature. Get a book about your fish, and follow the instructions given. As you can see they are very small, so you must keep the water clean, temperature is important and testing your water too. Please get your fish book available at any pet store or Library. (Do not have any sharp plastic plants or sharp gravel, as it will cut their skin.)
