From what I have read on the internet and according to my lawyer. If they are month-to-month, you can give a 30-day notice for them to leave for ANY reason, as long as it is not because of racial issues or you are not doing it as a purpose of retaliation for something. For 1-year lease, I believe it's a 60-day notice.

(1) Write up a new lease: if you don't want the people ask a high lease. This new lease is to take effect at the termination of the current lease or in 60 days. Make sure that it also says that failure to return this lease signed with in 10 days is under stood to mean that the tenant shall be moving .
Highly recommend that you have the tenant problem handled before the sale.

You cannot. Thus the reason for and the drawback of rent control. You can turn the property into a condominium and put each unit up for sale. The tenant can either buy or move out.

try this. not sure if would work but worth a try. Go to your government building and see if there is some rule that when property is sold that the new landlord can pick who they want to rent from them. there might be a law or rule like this. You don't know unless you try.
