That is one of the problems I see with Iraq. Too many mercenaries, who can operate outside the restrictions we set on our military. I think this is part of the reason our military are targeted.
If our government is paying for "civilian contractors" in Iraq, they are part of the cost of this war. Gauranteed they are better paid than our military. Especially those security contractors surrounding the Iraqi government.
