either they're too tight... or if you are often sitting or standing in an area where they could easily snag then that might be the problem, especially if you notice them snagging in the same spot all the time. Carry some clear nail polish with you so that if you see a small snag, you can keep it from spreading all the way up and down your leg. just apply it around the circumference of the snag,& wait 5 min for it to dry...

they must be too small for your legs
- don't pull them too hard: be gental with your pantyhose!

I personally think it's sheer carelessness on the one trying to put them on.Get it? Sheer?Never mind.
