Not in the way humans define 'talk' but yes, they can communicate. They have a complex 'language' of body movement and sounds that communicate emotions like fear or anger.
Observing wolves is the best way to see this in action, as many domestic dogs have had some of this instinct bred out of them.

Well actually when they wag their tail they are talking to you and other dogs. plus when they sniff they are seeing wether u are part of the pack or untrustfull. When they paw at something they are talking about that thing they are pawing at. When they look u in the eyes and turn their head they are saying i am confused. When they roll they are saying u are my master and I will be loyal to you. I read this all in a book if you dont believe it. You can also tell bye their face to see wat they are saying. When their tail is under them they are saying Im scared and sad. When their tail is kinda crooked they are saying who are you? usually they r happy though. I read all this in a book if you dont believe me. Take Care Now! *hugs*

of course. all animals of the same kind talk to each other and i do believe that some animals like cats and dogs can talk to each other.
