The part of speech of a word is determined by how it is used in the sentence. I would say hefted is usually a verb, but if it is used as a participle, it then is an adjective.

This depends on how the word is used in the sentence.

HEFTED is the past tense of the regular verb TO HEFT. It is also the past participle of the same verb so it can be used as an adjective...if it is referring to another word (noun) in the sentence.
