the vent door is not closing all the way letting cold air in. get a vent door that is made inside the duct and add it to the duct system

Most likely air is being drawn into your home through this vent from various sources such as flues, dryer vents, bathroom fans, etc. The vent should be designed to only open outward. There could be dust imbedded in grease, a critter nest or the hinge or spring could be rusty.

If you can reach it, it may be easier to inspect and clean from outside. Otherwise you will have to dis-assemble it to get at the vent door.
