Unfortunately, there are no plant-eating snakes available for sale. A rough green snake eats insects, but they are a very nervous snake and shouldn't be handled except then cleaning the enclosure (I have one and these are beautiful snakes - when you see them [they spend most of their time hiding]). They are sometimes difficult to start feeding in a new environment. These will cost about $25.
Another snake you could consider would be a ribbon garter snake. A ribbon is a specific type of garter that is very thin. These eat fish (feeder rosy reds are the preferred kind) and earthworms. I have one of these as well. They don't like being handled much, but are better than the rough green. I just put the fish in the water bowl, and he eats when he wants. These run about $15-$20.
You can find info on these below:

There is no such thing as a vegetarian snake. Sorry. And most snakes require warm-blooded prey after they reach a certain size. From what I understand, rough green snakes can live on crickets, but I can't think that I've ever seen one in a pet store, and I've got a legless lizard (glass snake if that's what you want to call it even though it's not a snake) and it eats crickets, but if you want something easy to find in a pet store that eats crickets and plants, read up on bearded dragons, because a snake isn't what you're after.
Edited to add..........
By the way, just because snakes are carnivores, doesn't make them "Bad" as if vegetarians are "Good", sorry, it just doesn't work that way.
Edited again to add......
Hmm... water snakes... good idea, just keep in mind that water snakes have wicked poop.... *cringe*

All snakes are carnivores. There are a few water snakes that will eat fish just fine. You might look into something like that instead of a rodent eating one. But most snakes only eat rodents so you will have to be careful when you buy them. Try going to one of the following sites and looking through the information they have to find out more about them. If you don't find one you like I would suggest something more along the lines of a lizard of some sort.

The only snake that is known to eat plants is the Tentacled Snake. This snake is only found in Central and southern Thailand, and southern Cambodia and Vietnam.

i'd reccomend a corn snake. it would eat crickets while young, but it would eventually move up to mice. mice are still rodents, but they are about a tenth the size of a rat. there is no such thing as a vegetarian snake. they lack the teeth and digestive enzymes to digest plants.
i have one tip for helping your mom overcome her fear of rats. she can watch it get eaten, which she might enjoy. its like watching someone you hate get killed, as gruesome as that sounds. =)
or, get her a pet mouse. they are cute, friendly, and hilarious to watch. then maybe she will allow you to get a pet that eats mammals.
hope this helps. =)
