I'm having trouble trying to find the last couple of hidden gangs,do you have to go around at a certain time of day and as someone else(the Driver,Enforcer or the Assasin).
THESE GANGS AREN'T INACTIVE GANGS
NO SKULL APPEARS AT ALL.
need help fast!!!

there is no skull because you have to discover them. Just drive to places where there is no skull and soon you will find them
