I like my one classfellow and i really want to be her close friend. We seldome talk to each other may be just hello some times.
I want to give her card on valentine day and ask her to be my friend. Is it right to give card on valentine day when you are not close to some one.I fear may be she will not accept card. What is culture in Canada can i give card to her even she is not my friend before.

You can certainly do that, but it's probably a very big step forward that she might have trouble with. Try going a little bit slower. Talk to her some more first.
