He is from Gotham. Gotham is New York City. But, notice how he tears through the woods on his way back to the Bat Cave? That's because he probably lives in the Hamptons, deep into Long Island. That's why the Bat Mobile has rocket boosters on it.
Now, a lot of the people in the Hamptons, if you arrived there and didn't know where you were -- you might think you were in England with all the fake British accents from upper class Americans trying desperately to align themselves with the Old School Aristocracy.

Batman is American. Bruce Wayne is supposedly descended from the Revolutionary War hero General Anthony (‘Mad’ Anthony) Wayne. So he has British ancestry. His butler, Alfred Pennyworth, is also British.

He's American. He was born and raised in Gotham City- which in the DC Universe is one of the largest cities in the US. Fan speculation has said Gotham is in New Jersey while DC Comics has never officially said. (Some fans also assume Metropolis, Superman's city, is in Delaware.)
