Relicath is found by diving underwater on route 124 and 126. Head through the grasses, it'll take a while to find them though, they only appear 5% of the time.

To get into the ancient ruins you have to trigger an event.
First, you have to surf west of Pacificlog until you enter a cave with braille. Once you enter the cave you must have Dig, a Relicanth as your first pokemon and Wailord as your last. To get Relicanth, you must dive on Route 124 or 126. There is a 5% chance of seeing one, and once you see one, the best way is to use a Dive Ball to catch it.
