This is a question for your child's pediatrician, but 9 months is a little on the late side for sitting unsupported. Do you give her lots of opportunity to practice? Make sure she has several 10-20 minute stretches each day where you (or her caregiver) are working with her on sitting. Try putting pillows around her (a Boppy works great if you have one) to help her balance, and show her how to put her hands on the floor at her sides to help hold herself up. Your bed is a great place to practice, because it won't hurt if she topples over. Also, if she has some time each day to otherwise practice sitting (in a high chair, shopping cart, stroller, etc), that should help. In the meantime, make sure you check with your child's pediatrician to see if there are any concerns or anything else he/she recommends.

Not sure exactly what a bamboo chair is, I am thinking it is the rubber chairs you can find at Toys R Us. My cousin has one of those and her little girl does great it in, provides the proper support for sitting, not sure if it will teach her how to balance herself to sit though, but its worth a try.

I think you mean a Bumbo seat, not a bamboo chair, and no it won't help her learn to sit on her own. It will keep her propped up though, but don't leave her in it very long, as it is bad for their spine.
How is she doing developmentally? Not to concern you, but my 9 month old sits on his own, crawls around, pulls himself up, walks using the furniture, and stands on his own for about 10 seconds. Perhaps you should ask the doctor about milestones?

It is better to get the baby to sit on their own unaided before sitting them in chairs. Floors are always the best. If she keeps falling over put cushions all around her and she won't hurt herself! Don't worry about milestones because all babies are different and will do things in their own time if they are given the chance to!

I might help but don't leave her in it unattended. I was sitting right next to my nephew when he was about that age and he fell out of the little rocker I had him in and bonked his head. Best idea for learning to set up is to put them on something soft like a bed or soft cotton blanket on the floor and prop them with pillows that way if they fall over they are safe
