You have air in the pipes. I had this problem with my hot water tap. A friend clamped a short hose between the hot and cold taps and turned the cold tap on full to force the air back through the system. I don't know if this would work in reverse.

It can be a washer jumping and chattering in another tap or valve. Try turning other taps on at the same time as you get the noise and you will locate the culprit - then change the washer. Its called water hammer

Sounds to me like water hammer. have you had the water turned of recently,If so try turning down the water presure at the stop tap under the sink. good luck.

The water is very cold or near freezing in the pipes or you have air in the pipes. Run it for awhile...
