I don't understand how the guy could be any smarter - let's see...
...he masterminded an incredibly complex plot to fool everyone in America into thinking we where attacked on 9-11, so that he could seize more power, he convinced a majority of the Democrats that there were WMDs when it was, according to all the libs, was a big lie, and he stole an election - not once, but twice - just to name a few things I have heard him be responsible for.
Sounds to me like the evil mastermind couldn't get any smarter, if I'm to believe all that the leftists say about him.

I think if Bush were smarter the first thing he would do is find out what most of the people were saying and just agree with that. Forget facts and reports that were put up by people who have working real world knowledge. I would just please the people at the expense of everything else because popularity is all that matters.
