That's a hard question to answer. Humans are capable of so much evil. But I'd say Hitler because he actually believed in what he was doing and that Eugenics was real science. You have to be not only evil but stupid to do that.

A truly evil person would not let you know he or she is evil, they tend to pull strings and cause evil events to happen without direct involvement.
People like Hitler and Genghis Khan had some twisted ideal they were trying to follow in their sick minds they were doing what they "thought" was right.
A truly evil person intends to do harm and has no wish to get caught or look bad.
So I guess that person would never be known in history as evil.

Evil people are the ones who withhold the truth from others while lying to others; in otherwords, the ones who DO know the truth and yet still lie to everyone else. There are a lot of them out there.

There are the worst people in the world -- no reason to assume one is worse than the rest.

I firmly believe in our times it was Hitler, but back in Biblical days I think it was Pharaoh - He ordered all the baby boys to be killed. There are many, many evil people. Men/women who abuse God's little, innocent children, by torture and killing them. The men in the Middle East who kill and torture. And the list goes on and on.
