I have loads of JavaScripts that I made and I want to submit them to a javascript site for them to be displayed. Should I submit them to a popular site like http://javafile.com/ or a more obscure one like http://java-vault.co.nr/. If I give them to a crap site that has less scripts they are more likely to be put up, but then less people see them, hmmm.

I'd think, you'd want to make *your own* site, spiced up with decorations all your own, to dress up your scripts, and with documentation to brag about your scripts - create a page/documentation template you can use when you add other scripts later. Then get other, similar, websites (like *both* the popular *and* the obscure ones) to display links to your website. In turn, display links to them on *your* website. Grow by trading links with not only javascript websites but other cool websites. The word about your skills will get around. Your name will be better known by the fact that you have *your own* site and you don't get "smudged in" with others.

Surely the solution is painfully obvious - submit them to both...
