A friend of mine wants to buy a 250 GB USB external hard drive.

It's from Western Digital.

Anyway, he wants to know if he can put a bootable partition for using Linux via the new external harddrive. Of course, the BIOS has already been configured to boot from external USB pendrive first. But can this device be detected as an HDD by the BIOS allowing booting?

So, can it be done?

Yep.
It's no different than a floppy, CD or Hard Drive. Your well on your way if you already know how to setup the bios.
