The sand and Konoha used to be allies. However, the silver-tongued Orochimaru talked the Fourth Kazekage(Gaara's pappy) into joining with the Sound country to overthrow the Fire Country, which had the most land and most power.

It is because Orochimaru made a pact with them to attack Konoha so Sand Country will be more powerful. But they were betrayed by Orochimaru since they found out that the Fourth Kazekage, Gaara's father, was killed by him.

The sand country attacked konoha because it made a pact with the sound villages kazekage which was gaara's father. but he was killed by orochimaru. oro and the sand village made a pact because since oro has a grudge against konoha's hokaga *sarotobi* he wanted to overthrough him and destroy the village
