Many cities do have ordinances against that. The problem is that all of those people are related so the ordinance wouldn't apply to them. There are sometimes ordinances about how many people you can have in a home due to the # of bedrooms etc. Have you discussed the problem in a kind manner with them? You may have no choice but to move yourself since you are the one who is irritated.
I would guess that it is a temporary situation due to some hard financial times and that they will leave after they get on their feet again. I would suggest not making an "enemy" of this neighbor over six months of annoying behavior. In fact if you hold your breath for a while the neighbor might just kick out these people since it sounds like pretty crowded quarters and theres only so much a person can take. If the kids are trespassing or damaging your property. You may have to complain to the police if the neighbor is unhelpful.

We just bought our home a year ago and the Realtor told us that only so many people can live in a dwelling according to the bedroom numbers. Also,there should be a noise control law in your area(here it is after 10 pm and before 7am),contact the local law enforcement the next time they are making a lot of noise,if nothing else,maybe when they come to investigate they will notice how many are living there and will get something done for you,then you aren't the "bad person" in this situation. Also you could contact the local Social Services,or Child Protective Services and notify them of the living conditions that those children are in. Good luck.

Some area's have city ordinances which prohibit such conditions. You may be able to find out by contacting your local police or sheriffs department.
You can't have them 'evicted', but youcould always file a noise complaint with the police who would then look into the matter.

Unfortunately, there is no single answer. It depends on where you live. Many jurisdictions do have laws against that sort of thing, but in most cases they are not enforced.
10 is a heck of a lot though.

You need to check with city ordinances. I vaugely remember when I was renting and then looking to buy I was told that there were only so many peope allowed to live in the house according to how many bedrooms there were.

It is against humanity to have people put on the streets because you are uncomfortable with the children that use the shelter and warmth of a home. I am unaware of any laws against occupancy of family members in a home. But anything is possible.
If you are human you could help them.
