in safe mode, click on start > run> type in msconfig and hit enter. goto the startup tab and hit deselect all. Now reboot in normal mode. If it works, got back into msconfig and start each item 1 at a time until you find the one that is hanging your system

You may have to many things trying to startup. You can disable what is not necessary by clicking on Start>Run>type in msconfig>Startup. There you can un-check the programs you do not need to start. If you run your pc through the test at http://www.pcpitstop.com/ it will tell you what is not necessary to startup. You may also just need to clean it up a bit.

Can you restore from a checkpoint? Try that if not get a boot disk. Usually you can't get on the internet while you are in safe mode - so I wish you luck.

Are the permissions on your Machine set right? Do you have access to all things needed ?
Sounds like a permissions issue on a Network ...
