First I would flush the coolant again. It should be a bright green color. It may not be as protected (in the heat or cold) If rust deposits are present. As the last guy said. Do check the oil. If it looks like a milk shake then the head gasket has probably started to leak. You may also check to see if under the oil cap looks milky. At worst worst case scenario the head has warped from previous overheating. They can fix it by resurfacing the head and replacing the head gasket. Labor cost for head-gasket: anywhere from $250 - $400. Gasket $94 from Honda. Resurfacing the head $35-$50 at machine shop.

Hope it helps refer to Chilton's manual for procedure if you are interested in the process.

I am guessing you flushed the system then, if not you should and remove the overflow and wash it out well.
The milky is just a bit of rust and stuff that accumulates and the main reason why a radiator/cooling system should be flushed every 2-3years

your radiator fluid is brown because it is full of rust and it may cause you overheating within the time all you have to do is to clean your radiator by flashing it, and fill it with antyrust/antyfreeze fluid ,and you will never have problems at all fluid ,must be changed every two years

The coolant picks up rust from the engine block, and as it moves in and out of the reserve tank will leave some rust there. It is probably not a problem.

Milky brown often means oil leak, brown usually means rusty, drain water and refill. Check engine oil, if milky brown you probably have engine leak, if so get it diagnosed and fixed immediatly. Water does not lubricate engine and doon you would be rebuilding or replacing the engine.
