1. Controversial - but slack parenting.
Kids who have no guidance or boundaries or little love, don't always hold themselves in high regard and therefore are more likely to enter into risky behaviours, such as drinking, drug taking and promiscuity.
2. Sex ed in British schools is rubbish - teachers are not allowed to tell kids the very things they need to know. It's a well known fact that in other European countries where people speak freely about sex, there are far fewer teenage pregnancies
3. Accidents happen

Unlike countries such as Germany and the Netherland we are still very prude when it comes to sex.
While we shun away from it and hide our children from it they openly embrace it as being something you should talk about.
Children in these countries are educated about sex from 5 and it's not just the mechanics either, they're taught about relationships and the emotional side.
These children grow up with a very mature attitude, unlike the children in Britain.
It just goes to show we are in no way protecting them, they grow up with no concept of the responsibilities sex brings. They don't know about contraception etc...
Parents don't encourage their children to talk about it, it's seen as dirty or rude.
I think it's sad in this day and age. We should be educating younger generations not censoring everything to the point where they're ignorant to the basic facts. We can learn a lot from other countries on this matter, i'm just afraid it may be too late for some.

The sensible answer is lack of education, from schools and parents. Councils are closing down youth clubs all over the place so kids have nowhere to go. How else are they meant to stay warm while roaming the streets?

A example is that moms are getting younger so kid are bringing up kids. If they did what they do in Amsterdam have sex shops spread all over the place the kids would learn about sex and not find it funny every time they seen some sex toys or things of that nature Amsterdam have the lowest pregnancy rate in Europe and this is why because its a every day thing too them

The British attitude to sex - it means that sex cannot be talked about openly and frankly so teenagers experiment with sex without being properly informed.
It's not down to bad parenting - no studies have proven this
Perhaps better sex edu would be good as well.

lack of parental control and intimate talking with the children as they grow up to be open with them and tell them all about the relationship between woman and man and how pregnancies come about and all relevant things so they are well versed when they are going out with a boyfriend
