It seems you maybe be speaking of a Fed. State, or local, rental-assisted program. Every housing agency in the US, has taken a more pro-active approach in its rent collection policy's. It is a normal procedure now for housing agencies to do a credit check on any individual applying for housing assisted services, and it includes, checking their data bank for any arrears for any adult applicant, and upon discovery of arrears, will give applicant opportunity to payoff any arrears before qualifying said applicant.
All other comments really are just allegations at this stand point, and if this is really happening , log every incident you encounter with your management, try to get others you know or may not know, to give you some character references, and possibly support your allegations, it should include, other persons you are aware of, having the same issues similar to yours.
Try and seek free legal council, for those in your State that deals with landlord/tenant cases. You will need to do this quickly, in addition to finding out if their is a grievance procedure you may use, to bring about your allegations with the management, this will delay any possible eviction process. Based on what is said and done in this meeting a lot of times tenant and mangement will negotiate an agreement, avoiding all other costly avenues.Do not take too much time, they may issue a "Writ of Possession", based on health and safety reasons, referring to your confrontation with management at home, and an order to vacate within 5 days will be enforced. Hope all will go well for you and your loved ones, and God Bless!

Go and see your local citizens advice.
They will be able to give you alot of indepth correct information for free.
Failing that try a private landlord - as long as you will be able to pay the rent (work/housing benefit) there should not be a problem with a private landlord, although if you fail a credit score you may need someone else to stand as guarrantor on the rent.
Good luck.

Citizens Advice Bureau, pronto. And try to keep your temper. I know, it's not easy when dealing with officious bar stewards who have your fate in their hands, but you don't want to give them any more excuses to chuck you out.
BTW - if you have kids, I thought the Council had a duty to rehouse you, even if it is in a homeless unit or B&B?
Every council should have an emergency homeless number (usually on their website, but the office can provide you with it during normal working hours) to call, so if they do actually evict you, you can call it and be sorted out with something temporary. Who is your council?

You obviously can use the internet!!!!! Check out this website;
http://www.findlaw.com. There is a lot of legal information there. You can learn about housing and tenant rights, and LOCATE AN ATTORNEY who can help you!!! There may be a local organization that gives legal help to people for little or no cost. They tend to do a lot of work with people with housing problems

These councils are behaving like tyrants , fight them back . Go to the citizens advice bureau and get them to help you. At the end of the day the council have made you homeless and they should be ashamed of themselves . they should rehouse you for this I reckon
