Have you tried rubbing peanut butter into it? I have used it to get all sorts of nasty sticky stuff off of surfaces, including my kid's hair.
It's worth a try, even if the sap is dry, because peanut butter has no weird chemicals that could potentially harm the paint.

Go to Lowes or Home Depot and get yourself a quart of Lacquer thinner. Take a soft cloth like a wash cloth or similar. Put some lacquer on the towel with your finger in it and wipe 1 direction a few times. Should instantly dissolve.
Any areas you do this too, put a coat of wax over the area. If the car has many spots, just rewax the car itself.
I am a automotive cosmetics & paint expert (above body shop trainer) and I use this exact process daily and for the past 11 yrs. Will remove sap from glass, trim, paint, bumpers, moldings, mirrors, wiper arms, etc. Some finishes (if dual, no clearcoat) the finish can be removed by the lacquer. But the main body paint it is safe.
do not use gasoline, lighter fluid, paint thinner, acetone, fingernail polish remover as all these can damage the finish, eat the finish, remove the finish or stain the finish if not used by a trained professional like myself. Lacquer is for dummies (no offense) and can be used safely by anyone.

Use Isopropyl Alcohol, commonly known as gas line anti freeze. Be sure to carefully read the label. Auto parts stores such as NAPA and Car Quest have it. Wally World, Advance Auto, Sears Kmart should also. Beware of Autozone.

Common rubbing alchohol from the grocery store works great. Just be sure to wax the affected spots when done.

There is a product from "Wurth" called Sap Sucker. It is really good. You will have to re-wax after your done as it will strip everything else off.

Dab a little gasoline on a cloth next time your at the gaspump. Went it over the pitch. it should remove it.
OK... have the car sanded and repainted....

put a towel damp it in water on top of it for an hour or so.
then scrub it and wash it.as normal.
