Well, first you have to know which shade looks good on you and which shade doesn't. Like, I have fair skin, but pink and purple are not my colors, I look so weird when I try to wear it. It's all about finding the right color for your skin tone, and this you can do by going to a department store, or calling a cosmetologist in your area. You have to be the judge of that, see if eye liner looks good, if you look good with dark lipstick, or lip gloss. When you talk to a professional try to buy things that will make your make up look natural and blended, not screaming Halloween. I HATE THAT. By the way, sometimes the color of your eyes can really put your make up together. So if you have green eyes, try to find a way to bring them out, same with blue and brown and black. A department store makeup counter can be a good place to learn makeup tips and tricks, but you have to choose the counter and the artist carefully. A makeup artist/consultant whose own makeup looks the way you want yours to look is your best bet, IMHO.
It would also help to explain to the makeup person that you're not going for anything too complicated. A simple, natural look will be fine to start out with.
And remember, you don't HAVE to buy any makeup at the counter unless you really want to. You might be better off buying some products (like mascara and eye pencils) later at the drugstore.

Don't take this personally, but you sound a little young to be wearing makeup. I think a good initiation into make up is lip gloss and mascara. They both change your look, but you still remain looking not like a clown.
Talk to your mom and ask to experiment with her make up. See what looks good without having to go out.
Less is more, especially if you're new at this. Have fun!

See if you're local High School offers Cosmetology, ask the teacher if you could be a test subject for her class. Or call you're local beauty shop, ask if you could have a one on one with one of the beauticians(in privacy), tell them that you're young and would like to learn to apply you're make-up without being embarrassed. Another good tip is, if you plan to wear eyeshadow, Almay-eye shadow, they make small palets for brown eyes, for blue-eyes, for green eyes, instructions are on the back. Also, whatever color pallet matches you're eye color is the color of blouses and dresses that will bring out you're eye color

Throw a Mary Kay Cosmetics party. The consultant always teaches you how to use all the products, from the makeup to the skin care. If you cant have one, ask someone to have one for you.

You can take courses at modelling schools, which is where i learned to apply makeup, they also teach you techniques for washing your face and the best product to use, and how to have better posture, a good diet for you, etc.
But if you dont want to soak a few hundred dollars on that then the internet and practice is the best way to learn!!
