does anyone know a good place for me to resale some old dance costumes for a little extra cash?
Im only 13 but ive been in dance for awhile so i have a few to spare,
and my parents hate ebay so thats out, anything besides that would be great.

What kind of costumes? Ballroom costumes have several resellers I listed two below.
eBay is a good place to sell costumes, perhaps your parents just need to learn more about eBay. I've sold 2 costumes on eBay successfully. If they are worried about payment get a PayPal account and in your listing say you only accept PayPal cash payments or money orders, that way you don't have to worry about getting ripped off and of course you don't ship anything until you get the payment.

there are a lot of dance shops that sell dance uniforms that might be willing to buy back the outfits

what about your dance school or ask your dance instructor
if younger girls in her other classes could use them.
the next time a relative has a yard sale you could try to
sale them.

why do they hate ebay? that is the perfect place for them! well, if that's the case, try pennysaver or have a yard sale.
