There are two ways. You can learn the hard way in HTML coding etc or use a site that provides a template, so all you have to do is enter the information. The HTML way means it can look more to your liking if you learn it. The template way is easy for first time users. freewebs is a great site that is free and hosts your site for you but not very professional. http://members.freewebs.com/ You can use it and then buy your own domain name though so you don't have a web address with freewebs in it. You can also upload HTML into freewebs if you wanted to use that.

Then there is a great networking site which is myspace if you don't know of it. It is free and connects you with millions of people.

the easiest way is to buy one of those books like internet or websites for dummies (not trying to say you are a dummy) but they are so full of information and make it easy step by step. or you can always buy a domain with a place that practically make the website for you. like angelfire.com. they have all kinds of tools to help you create the website you want. if you are aiming more for a website to sell stuff, then you need to stick with a book and some software. good luck!

The quickest, cheapest way to get started on a website is geocities which is available on the Yahoo! menu. They have both templates and blank pages which you can fill out to see what you like and/or dislike.
